آليات الرقابة على الصفقات العمومية.

الملخص
تميز تنظيم الصفقات العمومية في الجزائر بكثرة التعديلات نتيجة انعكاس المتغيرات الاقتصادية والسياسية للدولة ، والتطور المطرد للمنظومة القانونية عامة والتي لها علاقة مباشرة به، وما أفرزته عالقات الدولة الجزائرية مع غيرها في مجال المال والأعمال وتوسيع مجال الاستثمارات العمومية وتزايد المتطلبات العامة، كل هذا ساهم في عدم استقرار تشريع الصفقات العمومية. ولهذا فرضت الدولة الجزائرية رقابة شاسعة عليها تتمثل في رقابة قبلية ورقابة بعدية أو لاحقة من أجل إلزام الإدارات العمومية بتطبيق الأحكام والقرارات التي تفرضها في مجال تنظيم الصفقات العمومية. The organization of public deals in Algeria was distinguished by the frequent changes as a result of the reflection of the state's economic and political changes, the steady development of the legal system in general and which has a direct relationship with it, and the results of the Algerian state's relations with others in the field of money and business, the expansion of the field of public investments and the increase in public requirements, all of this contributed to Instability of public procurement legislation. That is why the Algerian state imposed extensive control over it, namely tribal and dimensional or subsequent control, in order to compel public administrations to apply the provisions and decisions imposed by them in the field of organizing public deals.
