سيرورة إستراتيجية المقاربة بالكفاءات في النظام التربوي الجزائري - قراءة في الحلول والإخفاقات -

الملخص
الملخص: تهدف هذه الدراسة إلى الكشف عن سيرورة المقاربة بالكفاءات بعد مرور عقدين من الزمن على اعتمادها إستراتيجية بيداغوجية ضمن النظام التربوي الجزائري؛ وإبراز دواعي المدرسة الجزائرية إلى نهج هذا الخيار التربوي العالمي. ثم تتبع تطبيقها في الميدان التربوي؛ فبعد مضي فترة زمنية من انتهاجها برزت مشكلات تربوية أرجعها بعضهم إلى طبيعة هذه المقاربة نفسها. وتأسيسا على ذلك فإن الدراسة تطرح عديد الأسئلة عن المقاربة بالكفاءات؛ هل المشكلة في طبيعة هذه الإستراتيجية البيداغوجية في حد ذاتها؟؛ أم مرده إلى الممارسة والتطبيق؟؛ ألا يشكل الواقع التربوي بأطرافه المتعددة سببا في بعض إخفاقات المقاربة بالكفاءات؟، ألا يرجع ذلك إلى عدم وضوح أهداف المقاربة بالكفاءات ومفاهيمها لدى المعلم والمتعلم؟، ثم ألا ترجع عدم نجاعة حلولها إلى عدم تهيئة الظروف المناسبة (مادية، ومعنوية) لتحقيق نجاحها؟. الكلمات المفتاح: المقاربة بالكفاءات، بناء المناهج، النظام التربوي، المعلم، المتعلم، وضوح الأهداف، الإخفاق العملي. Abstract : In this study, we will reveal the processes of the approach of competencies after two decades of the adaptation of this pedagogical strategy within the Algerian educational system, the raisons of Algerian school to approach this global educational choice especially a period of time after its adoption. That’s why our study raises many questions about the approach of competencies. The problem, is it in this pedagogical strategy itself? Or is it due to practice and application? And the educational reality doesn’t constitute the raison of some failures in this approach ?. Is that due to the lack of clarity of its objectives and concepts for teacher and learner? And then, the ineffectiveness of its solutions is perhaps due to the absence of the appropriate conditions (material and moral) to achieve success ?.
