العلاوة والترفيع في التشريع العراقي

الملخص
ملخص: ان موضوعا العلاوة والترفيع يعتبران من المواضيع المهمة في مجال الوظيفة العامة لما لها من علاقة وارتباط وثيق بالحقوق المالية للموظف، اذ تم دراسة الموضوع من الناحية القانونية والعملية واهم التطبيقات على المستوى الإداري, فقد تباينت التطبيقات وكذلك اجتهادات مجلس الدولة العراقي بهذا الخصوص وبناء على ما ورد انفا، تم تقسيم البحث الى ثلاث مباحث في الاول درسنا مفهوم (الموظف العام) وفي المبحث الثاني والثالث درسنا مفهوما (العلاوة والترفيع). وأنهينا البحث بخاتمة وضحنا فيها اهم الاستنتاجات والتوصيات بهذا الشأن وبنقاط عدة. Abstract: The subject of the premium and promotion are considered important topics in the field of public service because of the relationship and close link with the financial rights of the employee, where the study of the subject in terms of legal and practical and the most important applications at the administrative level where the varied applications and the jurisprudence of the Iraqi State Council in this regard and according to what was reported , The research was divided into three topics in the first we studied the concept (public employee) and in the second and third, we studied the concept (premium and promotion). We concluded the research by concluding with the most important conclusions and recommendations in this regard and several points.
