المُدد الدستورية للانتخابات البرلمانية بين النصّ والواقع

الملخص
ملخص: تتسم المدد الدستورية بأهمية كبيرة خاصة المدد الانتخابية التي تتعلق بمدة الدورة الانتخابية أو نهاية مدتها، فإنَّ هذه المدد يستطيع الشعب اختيار نواب عنه يمثلونهم داخل مجلس النواب، لكن هذه المدد الدستورية أو القانونية قد تتعطل أو تتوقف في بعض الأحيان وذلك بسبب الظروف الاستثنائية أو بسبب حل البرلمان، كون الحل ينهي مدة مجلس النواب المحددة دستورياً، كل ذلك يؤدي إلى تعطيل المدد التي نصت عليها الدساتير والقوانين ومن ثم يؤثر ذلك على مبدأ الأمن القانوني الذي يحقق الاستقرار والطمأنينة للشعب في ظل استقرار الأوضاع القانونية. Abstract: The constitutional periods are of great importance, especially the electoral periods that relate to the duration of the electoral cycle or the end of its duration. These periods are for the people to choose their representatives in the House of Representatives, but these constitutional or legal periods may be disrupted or stopped sometimes due to exceptional circumstances or due to the dissolution of Parliament The fact that the solution ends the constitutionally defined term of the House of Representatives, all of this leads to the disruption of the terms stipulated in constitutions and laws and thus affects the principle of legal security that achieves stability and tranquility for the people in light of the stability of legal conditions.
