الملخص
بادرت الجزائر منذ سبعينيات القرن الماضي إلى وضع التنمية المحلية كهدف تسعى لتحقيقه، وذلك من خلال تبني اللامركزية الإدارية على المستوى المحلي، بالاعتراف بالشخصية المعنوية والاستقلالية المالية للجماعات المحلية، ولتجسيد التنمية على الواقع شرعت الجزائر في إعداد مدونة المخططات التنموية المحلية ممثلة في المخططات البلدية للتنمية PCD، والمخططات القطاعية للتنمية PSD، بالإضافة إلى البرامج ذات الطابع الوطني والقطاعي، مع رصد إعتمادات مالية معتبرة لتجسيدها. وبعد مرور عدة عقود من هذا التبني لا تزال التنمية المحلية تراوح مكانها، والأكثر من هذا ظهور ما يسمى بمناطق الظل، لذا ارتأينا من خلال هذه الدراسة العلمية البحث في أسباب الإخفاق وتحديد معالمه، وما هي السبل والاستراتيجيات الكفيلة بتجاوز هذا العجز كون المخططات التنموية التقليدية توصف بالنمطية بينما تتميز الجماعات المحلية بالخصوصية. Since the 1970s, Algeria took the initiative to set local development as a goal by adopting administrative decentralization at the local level, by recognizing the moral character and financial independence of local communities, To translate development into reality, Algeria has embarked on preparing a nomenclature development plans represented in the municipal development plans (PCD), sectoral development plans (PSD), in addition to programs of a national and sectoral nature. With significant financial funds allocated for its embodiment. After several decades of this adoption, local development is still stagnant, and more than this the emergence of the so-called marginalized areas, so we decided, through this scientific study, to research the causes of failure and define its landmark, and what are the ways and strategies to overcome this deficit while classical development plans are described as stereotyped, but local communities has its own specificities,
