الاعلام بين التغيير وحرية التعبير ما بعد العولمة

الملخص
ملخص : يعتبر الاعلام اليوم من أهم الوسائل التي تعتبر عاملا أساسيا وهاما في عمل السلطة حتى أصبحت تدعى بالسلطة الرابعة . وتعتبر النخبة أهم من يقوم بالعمل الإعلامي النخبوى الفعال والناجح خاصة مع أوضاع المنطقة العربية بصفة خاصة و الوضع الدولي بصفة عامة أين أصبحت و سائل الاعلام و الاتصال عاملا أساسيا في اسقاط الأنظمة وتغيير الحكومات و التأثير في السياسات الخارجية للدولة و السياسة الدولية بصفة عامة. وأصبحت فكرة التغيير أمرا هاما في غياب حرية التعبير و العدالة الاجتماعية من جهة والتسلط و الفساد وغيرها من الآفات التي عرفتها الدول من جهة أخرى في مرحلة ما بعد العولمة التي عرفت تغيرا جذريا في ثقافة الشعوب و الأفراد بفكر عالميا جديد عابر للحدود مع سرعة التواصل و الانتشار بفعل وسائط التواصل و تطور الوسائل و التقنيات لذلك. وبالتالي أصبح الاعلام أحد أهم وسائل تواصل النخبة ونشر افكارها التي تعمل عملا مهما في نقل الفكر و الخبر في ظل حرية التعبير عبر العالم Abstract: The media is currently considered one of the most important means adopted by the Authority and has become called “the fourth authority”, and also the elite is considered the most important of the work of the media elite effective and successful, especially with Arab region situation and the international situation where the media and communication have the power to overthrow regimes and change governments and have influence in the foreign policies of the State and international policy in general. With the absence of freedom of expression, social justice, corruption and domination, the idea of change has become important, On the other hand, the post-globalization phase witnessed a radical change in the culture of peoples and the spread of a new global cross-border thought with the speed of communication between people due to the media and the development of means and techniques. Thus, the media has become one of the most important means of communication of the elite and the dissemination of its ideas, which is an important work in the transmission of thought, news and freedom of expression across the world.
