ترسيخ قيم المواطنة وانعكاساتها على البناء الديمقراطي في الدول العربية

الملخص

تهدف هذه الورقة البحثية إلى تحليل دور ترسيخ متطلبات وشروط المواطنة في تعزيز البناء الديمقراطي في دول المنطقة العربية،فما يميز الحكم الديمقراطي عن غيره من أنظمة الحكم الأخرى هو مشاركة المواطنين في ممارسة السلطة وإدارة شؤون الدولة،على الرغم من اختلاف وتباين كيفية مشاركتهم،سواء بطريقة مباشرة أو عن طريق ممثليهم في المجالس التمثيلية المحلية أو الوطنية،فالدولة الديمقراطية تقوم على أساس تمكين مواطنيها من المشاركة في رسم السياسات العامة وصنع القرارات التي ترتبط بحياتهم دون إقصاء أو تهميش كما أن دولة المواطنة تقوم على تكريس الحقوق المدنية والسياسية وحرية الرأي والتعبير والمساواة والعدالة وتكافؤ الفرص والشفافية،ففي ظلها يعيش المواطنون المنتمون للدولة تحت لواء وطن واحد يتمتعون بالحقوق ذاتها،لذا لا يمكن بناء دولة المواطنة الديمقراطية في المنطقة العربية، إلا من خلال ترسيخ قيم ومبادئ المواطنة وتوفير متطلباتها وشروطها. This research paper focus on analyzing the role of the process of consolidating the requirements and conditions of citizenship in promoting democratic establishment in the countries of the Arab region. What distinguishes democratic governing from other systems of government is the participation of citizens in exercising power and managing the affairs of the state, despite the different and varied manner in which they participate, whether directly or through their representatives in local or national representative councils. The democratic state is based on making its citizens a part of making public policies and decisions related to their lives without exclusion or marginalization, and the state of citizenship is based on the consecration of civil and political rights, freedom of opinion and expression, equality, justice and transparency. Therefore, it is not possible to build a state of democratic citizenship in the Arab region, except by consolidating the values and principles of citizenship and providing its requirements and conditions.
