الصراع الداخلي في جمهورية جنوب السودان فرص السلام وقيود الحرب الاهلية 2013-2020

الملخص

في الخامس عشر ديسمبر 2013، قاتلت كتيبة من الحرس الرئاسي احياء سكنية في العاصمة جوبا بجمهورية جنوب السودان، مما تسبب في اندلاع اعمال عنف بين فصيلتين من الحرس في البلاد على خلفية عداوة سياسية قبلية بين الرئيس سلفا كير ميارديت من قبيلة الدينكا، ونائبه ريك مشار من قبيلة النوير، وهما الطرفان الرئيسيان في هذا الصراع، والذي كان سببه خلاف حول تقاسم السلطة في دولة جنوب السودان. ولقد استمرت الحرب الاهلية من 2013 الى جانفي2020 بتطبيق آخر اتفاقية للسلام بين طرفي الحرب، بوساطة إقليمية قامت بها الهيئة الحكومية للتنمية لدول القرن الإفريقي (الإيغاد). خلفت الحرب الاهلية وراءها ما لا يقل عن عشرة آلاف قتيل ونزوح أكثر من أربعة ملايين الى دول الجوار، بالإضافة إلى تدمير البنى التحتية للبلاد وتدهور الحالة الإقتصادية والاجتماعية والإنسانية. يتطرق هذا المقال بالدراسة إلى واقع الصراع في دولة جنوب السودان والى اهم أسبابه، الأطراف المباشرة وغير المباشرة المقحمة فيه سواء كانت داخلية، إقليمية أو دولية، كما يستخلص في رؤية استشرافية، أنه نظرا، للعوامل التاريخية والقبلية من جهة، ومن جهة أخرى، لتباين الأجندات السياسية لطرفي الصراع، فإن تطبيق اتفاقية السلام الأخيرة لن يعمر طويلا. On the 15th Decembre 2013, a battalion of the presidential guard fought residential neighbourhoods in the capital Juba, Republic of South Sudan. This caused violence between two factions of the presidential guard, which hide, in fact, political and tribal enmity, between president Silva Kiir Mayardt of the Dinka tribe and his deputy, Riak Machar of the Nuer tribe, who are the main parties in this conflict, which was caused by a dispute over power-sharing in the State of South Sudan. The civil war continued from 2013 to January 2020, with the implementation of the last peace agreement between the two sides of the war, with regional mediation carried out by the Intergovernmental Authority on Development (IGAD). The war left behind at least ten thousand killed and more than four million displaced to neighbouring countries, in addition to the destruction of the country’s infrastructure and the deterioration of the economic, social and humanitarian situation. This article examines the reality of the conflict in the State of South Sudan, its major causes and the direct and indirect parties involved in it, whether they are internal, regional or international. It also concludes in a prospective vision that, according to historical and tribal factors, and to the divergent agendas of the conflict parties, the implementation of recent peace agreement will not last for long. Finally, the study comes up with some solutions that could be implemented to end the conflict
