أثر العولمة على مكانة الدول الصغرى في النظام الدولي : قطر أنموذجا

الملخص
يعد موضوع السياسة الخارجية للدول الصغرى من المواضيع التي أخذت حيز الاهتمام الأكاديمي في الآونة الأخيرة، وذلك تبعا لفاعلية نشاطها الخارجي الذي لا يتماشى وحجمها الضئيل من المنظور الواقعي( القوة التقليدية)، نفترض في هذه الدراسة أن هناك طرق وأدوات تأثير جديدة توظفها الدول الصغرى في سياستها الخارجية، للظفر بموقع لها يوازي مكانة الدول الكبرى في النظام الدولي، وذلك باستغلال الفرص التي تتيحها العولمة، تهدف هذه الدراسة إلى اختبار الفرضية إمبريقيا، وبالاعتماد على المنهج الوصفي التحليلي توصلنا للنتائج التالية : أضفت العولمة الشرعية على تحليلات الليبيرالية للسياسة العالمية في مقابل تحليلات الواقعية التي لا تملك تفسيرا لفاعلية دولة قطر في النظام الدولي ، وبالتالي وفرت مخرجات العولمة للدول الصغرى أدوات تأثير جديدة، تتجاوز الطرح المادي للقوة. Abstract : The issue of the foreign policy of small states is one of the topics that have taken into academic attention recently, according to the effectiveness of their external activities, which are not consistent with their small size from the perspective of realistic (traditional force). We assume in this study that there are new methods and tools of influence that small states employ in Its foreign policy, to gain a position for them that parallels the position of the major states in the international order, by exploiting the opportunities provided by globalization, this study aims to test the empirical hypothesis, and by relying on the descriptive analytical approach, we came to the following conclusions: Globalization legitimized liberal analyzes of world politics in exchange for Realistic analyzes that do not have an explanation for the influence of the State of Qatar in the international order, and thus the outcomes of globalization have provided small states with new tools of influence that go beyond the material projection of force
