المعالجة القانونية لمدى مساهمة البلدية في تحقيق التنمية المستدامة

الملخص
تهدف هذه الدراسة إلى تشخيص مدى مساهمة البلدية في تحقيق التنمية المستدامة على المستوى المحلي استنادا لمختلف النصوص التشريعية والتنظيمية المعمول بها في هذا المجال، وذلك من خلال الوقوف على الصلاحيات المخولة لها والوسائل المتوفرة لديها من جهة، وعلى الصعوبات والمعوقات التي تعترضها وأهم السبل الكفيلة لمواجهتها من جهة أخرى؛ وقد خلصت الدراسة إلى أنه رغم اتساع التدخلات التنموية للبلدية في مختلف المجالات الاقتصادية والاجتماعية والبيئية، فإنها تواجه العديد من التحديات التي تحول بينها وبين تجسيد أهداف التنمية المستدامة، الأمر الذي يتطلب اتباع استراتيجية محلية متكاملة الجوانب والأبعاد تراعى فيها طبيعة كل منطقة وخصوصياتها، وتوفير آليات ووسائل متنوعة لاسيما الموارد المالية الكافية والطاقات البشرية المؤهلة. Abstract: This study aims to diagnose extent contribution the municipality to achieving sustainable development at the local level based on the various legislative and regulatory texts applicable in this field, and that is through by standing the powers vested in it and the means available to it on the one hand, and on the difficulties and obstacles encountered and the most important ways to confront them on the other hand; and the study concluded that despite the expansion of municipality developmental interventions in various economic, social and environmental fields, it faces many challenges that prevent it from achieving sustainable development aimes, which requires following an integrated local strategy in dimensions and aspects, where the nature and privacy of each region are taken into account, and with availability of diverse mechanisms and means, in particular adequate financial resources and qualified human capacities.
