واقع الهجرة غير الشرعية في الجزائر

الملخص
ملخص: الهجرة غير الشرعية تعني الإقامة بدولة أخرى بطريقة غير مشروعة، فهي ظاهرة عالمية عمت مختلف الدول، وتعد الجزائر واحدة منها، بحيث أن موقعها الجغرافي وظروفها الداخلية والدولية أهلها أن تكون بلد منشأ وعبور و مقصد للمهاجرين غير الشرعيين بامتياز، وهذا ما أفرز عدة تداعيات، سواء على المستوى الأمني أو الاقتصادي أو الاجتماعي و حتى الصحي، وكل هذه العوامل دفعت الجزائر إلى بذل جهود لمكافحة هذه الظاهرة، سواء على الصعيد الدولي عن طريق اتفاقات، أو على المستوى الداخلي من خلال المعالجة القانونية والأمنية ، و بناء على النتائج المتحصل عليها تم وضع مجموعة من التوصيات و الاقتراحات للتقليل من هذه الظاهرة في الجزائر عن طريق توفير الحد الأدنى من الخدمات الاجتماعية، الصحية و الأمنية و خلق فرص حقيقية للعمل. Abstract : Illegal immigration means infiltrating across land or sea borders and residing illegally in another country. It is a global phenomenon that has spread to various countries. Algeria is one of them, so that its geographical location and its internal and international conditions allow it to be a country of origin, transit and destination for illegal immigrants. This has resulted in many repercussions at various levels, whether security, economic, social and even health, All these factors have led Algeria to make efforts to combat this phenomenon, both internationally through agreements, or internally through legal and security treatment, and based on the results obtained a set of recommendations and suggestions to reduce this phenomenon in Algeria By providing a minimum of social, health and security services, and opening the way for the integration of youth in the development process by creating real job opportunities. Résumé: L'immigration illégale signifie résider illégalement dans un autre pays, car il s'agit d'un phénomène mondial qui a envahi divers pays, et l'Algérie en fait partie, de sorte que sa situation géographique et ses conditions internes et internationales en font un pays d'origine, de transit et de destination pour les immigrants illégaux avec distinction, et cela a produit plusieurs répercussions, que ce soit Sur le plan sécuritaire, économique, social, voire sanitaire, et tous ces facteurs ont poussé l'Algérie à faire des efforts pour lutter contre ce phénomène, que ce soit au niveau international, par des accords, ou en interne par des traitements juridiques et sécuritaires, et sur la base des résultats obtenus, un groupe a été mis en place. L'une des recommandations et suggestions est de réduire ce phénomène en Algérie en fournissant un minimum de services sociaux, de santé et de sécurité et en créant de réelles opportunités de travail.
