الملخص
الملخص يحاول هذا المقال أن يدرس مقاربة الحوكمة الديمقراطية في إطارها النظري، وذلك بتحديد منطلقات ومحددات المقاربة، إذ ينطلق من إشكالية مفادها البحث في الدلالة المفاهيمية للحوكمة الديمقراطية، بتقديم قراءة حول الديمقراطية والحوكمة كمصطلحين مستقلين ومن ثم يصل إلى تقديم تعريف نظري للحوكمة الديمقراطية كمصطلح مركب، ويعتمد في ذلك على المنهج الوصفي التحليلي محاولًا الوصول إلى توصيف نظري يحدد الإطار العام للمقاربة. بالإضافة إلى ذلك يقدم المقال مجموعة من المؤشرات والنظريات المتعلقة بدراسة الحوكمة الديمقراطية، والتي تبين الآليات التي تساعد الأنظمة والمؤسسات على التكيف أكثر مع متغيرات العصر، وذلك في إطار المستجدات الحديثة في هذا الحقل العلمي. Abstract: This article attempts to study the democratic governance approach, in its theoretical framework, by defining the basics and determinants of approach, as it stems from the conceptual problematic of democratic governance, by providing a reading about democracy and governance as tow independent terms and then arriving at presenting a theoretical definition of democratic governance as a compound term, and it depends on descriptive analytical method attempting to arrive at a theoretical description that defines the general framework for the approach, in addition the article presents a set of indicators and theories related the study of democratic governance, which show the mechanism that help systems and institutions to adapt to most of the changes of the era, within the framework of recent developments in this scientific field.
