دور المواطنة في الحد من ظاهرة الفساد وتحقيق الأمن المجتمعي

الملخص
تعد ظاهرة الفساد من أعقد وأخطر الظواهر الاجتماعية التي تعاني منها الدول والمجتمعات، بحيث تفرز هذه الظاهرة بكل أشكالها منظومة مجتمعية مهدمة من الداخل تصل تداعياتها إلى تهديد كيان الدولة، إذ تصبح هذه الأخيرة فاشلة اقتصاديا واجتماعيا وسياسيا وقيميا، مما يفتح المجال لانتشار الفوضى والعنف السياسي والاجتماعي واللاعدالة الاجتماعية وتراجع لقيم المواطنة، الأمر الذي يؤدي إلى انهيار العقد الاجتماعي وتعرضها لخطر التقسيم، وتداركا لمثل هذه السيناريوهات الخطيرة عملت الدول على تطوير منظومات قانونية ورقابية تتصدى لظاهرة الفساد، كسبيل أمثل لاستمرارية الدولة ونجاح مشاريعها التنموية المستدامة، ولعل من ابرز الآليات التي اعتمدتها وعلى رأسها الدول المتقدمة، هو تعزيز قيم المواطنة في مجتمعاتها، مما لهذه الأخيرة من قدرة على تكوين مواطن قادر على مساعدة الدولة في التصدي لظاهرة الفساد، وكما أنها تعزز من مناخ الشفافية وترفع من مستويات الممارسة الديمقراطية التي تحافظ على مقدرات الدولة و تحقق أمنها المجتمعي. الكلمات المفتاحية: المواطنة، الأمن، الأمن المجتمعي، الفساد. Abstract The phenomenon of corruption is one of the most complex and dangerous social phenomena that countries and societies suffer from, so that this phenomenon in all its forms produces a demolished community system from the inside whose repercussions reach a threat to the entity of the state, as the later becomes an economic, social, political and value failure, which opens the way for the spread of chaos and political and social violence, social injustice and a decline in the values of citizenship, wich leads to the commapse of the social contract and exposes it to the risk of division, and response to such dangerous scenario, counteries have worked to develop legal regulatory systems that sddress the phenomenon of corruption, as an ideal way for the state’s continuity nd the success of its sustainable development projects, and perhaps one the most promined mechanisms the one adopted by developed counteries, on top of which is the promotio of the values of citizenship in their sicieties, which gives the latter the ability to from a citizen capable of helping the state confront the phenomenon of corruption, and it also enchances the climate of transparency and raises the levels of democratic practice that preserves the state’s capabilities and achieves its societal security.
