الملخص
ملخص: تهدف هذه الورقة البحثية الى توضيح مفهوم النقل المستدام، و النقل الذكي وأنظمته، وإبراز مجالات استخدام أنظمة النقل الذكية كوسيلة لدعم أدوات النقل المستدام خاصة البرية، والتركيز على تحقيق أهداف أنظمة النقل الذكية والمتمثلة في تطبيق أحدث التقنيات لتحسين أداء و فعالية شبكات النقل. وللوصول الى ذلك تم الاعتماد على المنهج الوصفي والمنهج التحليلي، كما تم استخدام منهج دراسة الحالة بالنسبة لأنشطة النقل البري في الجزائر. وقد خلصت الدراسة الى تقديم بعض تطبيقات أنظمة النقل الذكية التي تعتبر حلولا للتقليل من حدة مشاكل القطاع وذلك بتطوير هذه الانظمة ونشرها في كامل الوطن لتعزيز أدوات النقل المستدام، من أجل توظيف هذه الادوات في استراتيجية شاملة طويلة المدي تعمل على تطوير النقل في الجزائر، ومن خلال هذه الاستراتيجية تدمج انظمة النقل الذكية كاستراتيجية فرعية داعمة لها، وذلك من خلال إعداد خريطة هيكلية لهذه الانظمة على مستوى كامل التراب الوطني. الكلمات المفتاحية: النقل المستدام- أنظمة النقل الذكية- متطلبات الاستدامة في الجزائر- عوامل النجاح. تصنيف JEL : L92، Q56،N77، R41. Abstract : This research paper aims to clarify the concept of sustainable transport, intelligent transport and its systems, and highlight the areas of using of the intelligent transportation systems as a means to support the sustainable transportation tools, especially the wild tools, and focus on achieving the goals of intelligent transportation systems, which are represented in the application of the modern technologies to improve the performance and effectiveness of transport networks. In order to achieve this, a descriptive and analytical approach was adopted, and a case study approach was used for road transport activities in Algeria. This study concluded with presenting some applications of intelligent transportation systems which are considred as a solutions to reduce the severity of the sector's problems by developing these systems and spreading them entire the country to promote sustainable transport tools, in order to employ these tools in a comprehensive long-term strategy that works to develop transport in Algeria, and through This strategy the intelligent transportation systems are integrated as a supporting sub-strategy, by preparing a structural map for these systems at the level of the entire national territory. Jel Classification Codes: L92, Q56, N77, R41 Résumé: Ce document de recherche vise à clarifier le concept de transport durable, de transport intelligent et ses systèmes, et de mettre en évidence les domaines d'utilisation des systèmes de transport intelligents comme moyen de soutenir les outils de transport durable, en particulier les outils routieres, et de se concentrer sur la réalisation des objectifs des systèmes de transport intelligents, qui sont représentés dans l'application des technologies modernes pour améliorer les performances et l'efficacité des réseaux de transport. Pour ce faire, une approche descriptive et analytique a été adoptée, et une approche d'étude de cas a été utilisée pour les activités de transport routier en Algérie. Cette étude s'est conclue par la présentation de quelques applications des systèmes de transport intelligents qui sont considérées comme des solutions pour réduire la gravité des problèmes du secteur, en développant ces systèmes et en les diffusant dans tout le pays pour promouvoir des outils de transport durable, afin d'utiliser ces outils dans un cadre global stratégie à long terme qui œuvre au développement des transports en Algérie, et à travers cette stratégie les systèmes de transport intelligents sont intégrés comme sous-stratégie de soutien, en préparant une carte structurelle de ces systèmes au niveau de l'ensemble du territoire national.
