اليات تمكين الاستثمار السياحي في الجزائر - دراسة تحليلية تقييمية -

الملخص
يلعب القطاع السياحي دورا هاما في التنمية الاقتصادية، فهو قطاع له أهميته الاقتصادية، الاجتماعية، الثقافية والسياسية، إذ أصبح يشكل موردا أساسيا تعتمد عليه الدول في تنمية اقتصاداتها، والجزائر كغيرها من الدول تزخر بمقومات سياحية تؤهلها لأن تكون قطبا سياحيا بإمتياز، غير أن الأرقام المتعلقة بمؤشرات السياحة تشير إلى عكس ذلك، وهذا بسبب ما يعانيه هذا القطاع من ضعف وهشاشة بين العراقيل الإدارية والبيروقراطية، وكذا سوء الخدمات المقدمة، ومن ثم وجب على الدولة الإهتمام بهذا القطاع الهام إذا ما أرادت تنمية اقتصادها والرفع من مواردها المالية خارج قطاع المحروقات، وذلك من خلال إنتهاج سياسة تشجيع الاستثمار في هذا القطاع وسن المزيد من القوانين التي تنظم وتشجع مستثمري وزبائن القطاع، وفي الأخير يمكن أنه على الرغم من ثراء إمكانات المنتوج السياحي في الجزائر بمختلف أنماطه، سيما الطبيعية والثقافية يبقى نصيب الجزائر من السياحة الدولية الوافدة ضئيلا مقارنة بدول الجوار مثلا . Abstract The tourism sector plays an important role in economic development as an economic, social, cultural and political sector, which has become an essential resource upon which countries depend on the development of their economies. Algeria, like other countries, is more abundant in terms of tourism qualities that qualify it to be a tourist destination with distinction The indicators related to tourism indicate the opposite, and this is because of the weakness and fragility of this sector between administrative and bureaucratic obstacles as well as poor services provided. Therefore, the government should pay attention to this important sector if it has the intention to develop its economy and raise its financial resources outside the hydrocarbons sector through adopting a policy of encouraging investment in this sector and enacting more laws that regulate and encourage investors of the sector. Finally, we can say that despite the richness of the tourism product potential in Algeria in its various forms, especially natural and cultural, Algeria's share of international inbound tourism remains very low compared to neighboring countries, for example.
