التقييم الذاتي لإدارة الجودة الشاملة في الجامعة و إشكالية انتاج المعرفة في الجزائر.

الملخص
يعد التعليم حجر الأساس في عملية التنمية الشاملة، و اكتساب المعرفة هو سبيل التنمية الإنسانية، في جميع مجالاتها. فالتنمية الإنسانية، في الجوهر، هي نزوع دائم لترقية الحالة الإنسانية للبشر، جماعات وأفراد، من أوضاع تعد غير مقبولة في سياق حضاري معين. وليس من سبيل إلى هذا التغيير في الطور الحالي من تطور البشرية إلا اكتساب المعرفة، وتوظيفها بفعالية. بعبارة أخرى، اكتساب المعرفة، وتوظيفها بفعالية، من خلال التعليم/التعلم، والبحث والتطوير التقني، سواء كان ذلك في العمل لإقامة الحكم الصالح، أو ضمان الصحة، أو إنتاج مقومات الرفاه المادي والمعنوي. كما يعتبر ﺍﻟﺘﻌﻠﻴﻡ أحد المحركات الأساسية لتحقيق التنمية و ﺍﻷﺩﺍﺓ ﺍﻟﻔﻌﺎﻟﺔ ﻟﻨﻘل ﺍﻟﺨﺒﺭﺓ ﺍﻟﺜﻘﺎﻓﻴﺔ ﻭﺍﻟﺘﻘﻨﻴﺔ التي أنتجتها الإنسانية عبر مسيرتها التاريخية، وكان لابد من أن تكتسى المنظومة ﺍﻟﺘﻌﻠﻴﻤﻴﺔ بنيتها الأساسية ومرافقها ﺃﻫﻤﻴﺔ كبيرة في ﺍﻟﻤﺠﺘﻤﻌﺎﺕ، وتفعيل مراكزها من أصحاب القرار بناءا على تخطيط محكم ومبرمج بدقة، من شأنه تحسين التعليم وتطويره لحماية ﺍﻟﺘﺭﺍﺙ ﺍﻟﺤﻀﺎﺭﻱ والذاتية الإسلامية في ظل ﺍﻟﻌﻭﻟﻤﺔ. ويعتبر ﺍﻟﺒﺤﺙ العلمي ﻋﻨﺼﺭﺍ هاما من عناصر الخلق والإبداع ﺍﻟﻤﻌﺭﻓﻲ وتحقيق ﺍﻟﺘﻘﺩﻡ التكنولوجي ومن خلال البحث العلمي يستطيع الإنسان كشف المجهول وتفسيره ﻟﺼﺎﻟﺢ ﺍﻟﻤﺠﺘﻤﻊ بما يحقق التنمية والازدهار في مجالات الحياة كافة. Abstract: Education is the cornerstone of the comprehensive development process, and knowledge acquisition is the path to human development, in all its fields. In essence, human development is a constant tendency to advance the human condition of human beings, groups and individuals, from conditions considered unacceptable in a particular civilized context. There is no way to this change in the current stage of human development except by acquiring knowledge and employing it effectively. In other words, knowledge acquisition, and its effective use, through education / learning, technical research and development, whether it is in work to establish good judgment, ensure health, or produce the elements of material and moral well-being. Education is also considered one of the main engines for achieving development and an effective tool for transferring the cultural and technical expertise that humanity has produced throughout its historical path. It would improve and develop education to protect the cultural heritage and Islamic identity in light of globalization. Scientific research is considered an important element of creation, cognitive creativity, and achieving technological progress. Through scientific research, humans can uncover the unknown and explain it for the benefit of society in order to achieve development and prosperity in all areas of life
