بناء السلم في الدول الخارجة من النزاعات: مقاربة أممية

الملخص
ملخص: تتناول هذه الدراسة ماهية بناء السلم في الدول الخارجة من النزاعات من منظور أممي بالتحليل والنقد فاستمرار الهشاشة وكثرة الشكوك غالبا ما يرافقان تطور عمليات السلام، حيث يمكن أن تتواصل الأزمات الإنسانية، والانتهاكات المستمرة لحقوق الإنسان حتى بعد الوقف الرسمي للأعمال العدائية. ويشمل بناء السلم من منظور أممي مجموعة واسعة من التدابير الرامية إلى الحد من خطر الوقوع في الصراع أو الانتكاس إليه عن طريق تعزيز القدرات الوطنية على جميع المستويات من أجل إدارة العلاقات بين الأطراف الخارجة من النزاع، وإرساء أسس السلم والتنمية المستدامين. إذ يجب تكون استراتيجيات بناء السلم متماسكة ومطابقة لاحتياجات البلد المعني، كما ينبغي أن تشمل مجموعة من الأنشطة ذات الأولوية المحددة، والمتسلسلة، فإلى أي مدى نجحت الأمم المتحدة والهياكل التابعة لها والمجتمع الدولي في تحقيق هذه الأهداف في الدول الخارجة من النزاع؟. كلمات مفتاحية: بناء السلام، الامم المتحدة، النزاعات، السلام الليبرالي، التدخل الأممي Abstract: This study deals with the meaning of peacebuilding in post-conflict countries from an international perspective, with analysis and criticism. The persistence of vulnerability and the proliferation of uncertainty often accompany the development of peace processes, where humanitarian crises and ongoing violations of human rights may continue even after the official cessation of hostilities. Peacebuilding from an international perspective includes a wide range of measures aimed at reducing the risk of falling into or relapse into conflict by strengthening national capacities at all levels in order to manage relations between parties emerging from conflict and lay the foundations for sustainable peace and development. Peacebuilding strategies must be coherent and conform to the needs of the country concerned, and should include a set of specific priority and sequential activities. To what extent have the United Nations, its affiliated structures and the international community succeeded in achieving these goals in countries emerging from conflict?
