الملخص
تستهدف هذه الدراسة، رفع اللبس عن المفهوم المتداول لتهيئة الإقليم في الوثائق الرسمية، وكذا استخلاص المعايير التطبيقية والنظرية المحددة لها. وهذا باستخدام المنهج التحليلي والنقدي من خلال تشخيصنا للتشريعات والمخططات والبرامج التنموية. وجدنا أنه مفهوما مركبا يشمل أبعادا متعددة: تشريعية، اقتصادية، اجتماعية، سياسية، وحتى الإستراتيجية منها، لكن العامل المشترك بينها يجمع على الوصول بالمجال الوطني إلى حالة التوازن والتكامل والتنسيق الاقليمي. توصلنا أيضا أن معايير تهيئة الاقليم، تتمثل في التدخل أو السيطرة على المجال، ضمن أسلوب إستراتيجي ذو بعد مستقبلي، وهذا ما جعل التهيئة متعددة الاختصاصات، ومن الدراسات التي تتأثر بالتطور الدائم والسريع، الذي تعرفه التكنولوجيات الحديثة، ويتكامل فيها الجانب النظري الأكاديمي، مع المجال التطبيقي لرجال الميدان، اضافة إلى المعايير تشريعية، وأنها مركزية القرار، ومحلية التنفيذ، ليصبح بفضلها مهيئ الإقليم، الشريك الضروري للسلطات العامة، في تسيير وتنظيم المجال. This study aims to clarify the rolling concept of territorial planning in official documents, as well as to extract the applied and theoretical standards set for them. This is by using the analytical and critical approach through our diagnosis of legislation, plans and development programs. We found that it is a complex concept that includes multiple dimensions: legislative, economic, social, political, and even strategic, but the common factor between them unites in bringing the national Spatial to a state of balance, integration and territorial coordination. We also found that the standards for territorial planning is to intervene or control the space, within a strategic method with a future dimension, and this is what made the planning multi-disciplinary, and from the studies that are affected by the permanent and rapid development that modern technologies know, and in which the academic theoretical aspect is integrated with the applied field. The men of the field, in addition to the legislative standards, and that they are central decision, local implementation and, so that the territorial planner becomes the necessary partner for public authorities in managing and organizing the space.
