Algeria seeks to develop its border regions in a way that realizes the local and sustainable development of the local population as well as the residents of the other side of the border. Where, the development of border areas is among the most important mechanisms that help the state to impose full control of its borders. The state realized that converting the border areas into development areas cost it less than guarding these areas through the army especially that most of the illegal cross-border activities are caused by the poverty experienced by the residents of those areas. As an experiment in international cooperation for the development of border areas, Algeria signed an agreement with Tunisia regarding twinning between El Ouade and Tozeur. The twinning project included several joint development programs aimed to raising the level of local development in the two states.Through this paper, we will study what Algeria and Tunisia have done to achieve the twinning project, by studying the content of the project and the goals that were set for it in the end.
