السياحة كمدخل استراتيجي لتحقيق التنمية المحلية – غرداية نموذجا- Tourism For Local Development- Ghardaïa As A Model

الملخص

تهدف هذه الدراسة إلى إبراز دور السياحة في تحقيق التنمية المحلية ، ولقد اخترنا ولاية غرداية كنموذج للدراسة نظرا لأنها تعد ولاية سياحية بامتياز تزخر بإمكانيات طبيعية و خصائص حضارية وموروث ثقافي وحضاري مادي ولا مادي، فهذا جعل منها وجهة سياحية عالمية بقصورها التاريخية و تنوع ثقافتها وتشكيلة سكانها وهذا كفيل بزيادة التدفق السياحي بشكل مستمر ومنها المساهمة في تحقيق التنمية المحلية و من أجل الوصول إلى الأهداف المرجوة من الدراسة ، اعتمدنا على المنهج الوصفي التحليلي من خلال تحليل البيانات الصادرة عن جهات رسمية ذات الصلة ومن بين أهم النتائج التي تم التوصل إليها هي أن ولاية غرداية تتمتع بجذب سياحي متميز وساهم هذا في تحقيق تنمية محلية بالولاية من خلال خلق فرص العمل وتعزيز مداخيل الخزينة العمومية بالتحصيل الضريبي، الا انه الاستثمار السياحي بالولاية على المستوى المقبول ولا يرقى الى مستوى تطلعات الإمكانيات السياحية للولاية ، لذا لا بد من إعادة النظر في هذا الوضع وضرورة التفكير في استراتيجيات تشجع عملية الاستثمار السياحي بالولاية وبمستوى يرقى لتطلعات السياح الوطنيين والأجانب. The purpose of This study is to clarify the role of tourisme in achevions local development, and we have chosen Ghardaïa as a model for study because it is a tourist mandate with distinction rich in natural capabilities and cultural characteristics and cultural and civilizational material and material, this made it a global tourist destination with its historical palaces and the diversity of its culture and the composition of its population, including Contributing to achieving local development and in order to reach the desired goals of this study, we relied on the descriptive and analytical approach through analyzing the data issued by official bodies and one of the most important results reached is that the province of Ghardaïa has a distinctive tourist attraction and sa They are so in achieving local development in the state by creating job opportunities and providing revenues to the public treasury with tax collection, but it is tourism investment in the state at the acceptable level and does not rise to the level of aspirations of the state's tourism potential, so it is necessary to review this situation and the need to think of strategies that encourage The state's tourism investment process at a level that satisfies both national and foreign tourists.
