اتفاقيات الشراكة الثنائية لجذب الاستثمار في الجزائر

الملخص
ملخص تعتبر الجزائر من أوائل الدول التي أدركت مبكراً أهمية جذبها للاستثمارات الأجنبية الخاصة لتعزيز و دعم التنمية الاقتصادية بها، ولهذا عمدت على توفير المناخ المناسب لاستقطاب رؤوس الأموال الدولية، فاتجهت إلى تكريس نظام قانوني خاص بها يشكل قانوناً دولياً إتفاقيا للاستثمار الأجنبي، ولهذا أبرمت عدة اتفاقيات شراكة ثنائية لتشجيع والحماية المتبادلة للاستثمارات مع العديد من دول الجوار والشقيقة والأجنبية. لكن وبالرغم من هذه الجهود المبذولة لجذب الاستثمارات الأجنبية، إلا أن حجم الاستثمارات المسجلة في البلاد لم تكن تتناسب بأي حال من الأحوال مع مستوى الطموحات، وبالخصوص الاستثمارات الأجنبية المباشرة التي كانت بعيدة كل البعد عما كان متوقع من وراء التوسع في منح الحوافز والتسهيلات للمستثمرين الأجانب. Abstract Algeria is considered one of the first countries that realized early on the importance of attracting private foreign investments to enhance and support economic development there, For this reason, it sought to provide the appropriate climate to attract international capital, so it tended to devote its own legal system that constitutes an international law in agreement for foreign investment, Bilateral to encourage and reciprocal protection of investments with many neighboring, brotherly and foreign countries. However, despite these efforts to attract foreign investments, the volume of registered investments in the country was not in any way commensurate with the level of ambitions, especially foreign direct investments, which were far from what was expected from the expansion of incentives and facilities to foreign investors.
