Recognition And Enhancement Of The Surroundings Of Historical Monuments: Case Of The Citadel Of Annaba

Abstract

Particular attention has been paid to the protection of historical monuments and sites and in particular to their relationship with their surroundings since the beginning of the 20th century. The notion of the surroundings of monuments was given concrete form on an international scale in 1931 with the Athens Charter and then in 1964 with the Venice Charter. Today, it is the notion of the environment which is becoming the new framework of consideration ; where the protection of the historical heritage is included in town and country planning policies. Through this study, we will attempt to address the issue of the surroundings of cultural heritage by highlighting the dysfunction between theory and urban reality that Algeria is experiencing. Through the case study of the Citadel of Annaba, we will try to examine the role of the surroundings in the enhancement of built cultural heritage. In order to do so, we will be interested in enhancement strategies, which should go beyond simple interventions on the built heritage itself, and reconsider the place of the surroundings and their relationship with it. The results of the investigation carried out with a questionnaire and interviews will be presented. We will propose a descriptive and explanatory analysis of the results of our approach. The opposition between a qualitative and quantitative approach will enable us to position the heritage which is the object of the study in order to place it in a perspective linked to the city-society duo. The first elements of this investigation show that the coordination between the different actors of the city, the involvement of society and the reinforcement of the legislative system in this field will contribute to the enhancement of the surroundings of the built heritage.
