الإستراتيجية الأوروبية لمواجهة الهجرة غير الشرعية في منطقة المتوسط

الملخص
يحاول هذا المقال أن يقدم دراسة وصفية تحليلية للإستراتيجية الأوروبية لمواجهة الهجرة غير الشرعية في منطقة المتوسط، عبر التركيز على دوافع الظاهرة التي تتنوع ما بين الدوافع السياسية والإقتصادية والإجتماعية والجغرافية والسكانية، إلى جانب التطرق لإنعكاساتها على الدول الأوروبية بما فيها الإنعكاسات الأمنية والإقتصادية والإجتماعية والصحية، وصولا إلى رصد وتحليل أليات الإستراتيجية الأوروبية لمواجهتها. لقد تم هندسة بحثنا بالإعتماد على المنهج الوصفي والتاريخي والنظمي، ما مكننا من الوصول إلى عدة نتائج تتعلق بحصر دوافع وإنعكاسات الظاهرة على الأمن الأوروبي بفعل إرتباطها بظاهرة الإرهاب، وما ينجم عنه من عدم إستقرار إقتصادي وخلل في سوق العمل الأوروبية، وإنتشار للعمالة العشوائية غير الضرورية، فضلا عن بروز أحياء عشوائية وفوضوية، تنتشر فيها مختلف الممارسات غير الأخلاقية، مما يؤثر على مكونات وقيم مجتمع الدول المستقبلة، وصولا إلى تحليل ورصد جملة من الأليات الأوربية المستخدمة في مواجهة الظاهرة في منطقة المتوسط. This article attempts to present a descriptive and analytical study of the European strategy to confront illegal immigration in the Mediterranean region, by focusing on the drivers of the phenomenon that vary between political, economic, social, geographical and demographic motives, in addition to addressing its implications for European countries, including the security, economic, social and health implications to monitor and analyze European strategic mechanisms to counter them Our research has been engineered by relying on a descriptive, historical and systematic approach, which enabled us to reach several conclusions related to limiting the motives and repercussions of the phenomenon on European security due to its association with the phenomenon of terrorism, and the resulting economic instability and imbalance in the European labor market, and the spread of unnecessary random labor, as well as the emergence of random and chaotic neighborhoods, in which various immoral practices are spread, which affects the components and values of the community of independent states, leading to the analysis and monitoring of a set of European mechanisms used to confront the phenomenon in the Mediterranean region
