الملخص
أصبح تطبيق الإدارة الالكترونية على مستوى قطاعات الخدمات العامة والخاصة يشكل ثورة خدماتية ويمثل توجها حتميا لا غنى عنه في عصر التكنولوجيا ورقمنة كافة مجالات الحياة، وترتب عنها تطوير وعصرنة العديد من القطاعات العامة والخاصة على حد سواء، ولما كانت الجماعات الإقليمية من أهم الهيئات الإدارية في الدولة باعتبارها همزة الوصل بين الحكومة والمواطن على المستوى المحلي والمسؤول الأول عن تقديم الخدمات الإدارية للمواطنين فإن الاهتمام بها وبتطويرها وعصرنة خدماتها أصبح من أولويات الحكومة الجزائرية، التي سعت إلى تطبيق الإدارة الالكترونية على مستوى الجماعات الإقليمية برسم مشاريع وبرامج حكومية على رأسها مشروع "البلدية الالكترونية" والتي حرصت الدولة على أن تسخر لها كافة الإمكانيات المادية، التقنية والعلمية في سبيل ضمان تجسيدها على أرض الواقع من جهة، وتأديتها لمهامها وفق المنهج المرسوم لها بصورة تضمن الوصول إلى خدمات محلية ذات مستوى عصري ومتطور من جهة أخرى The application of E-Administration, at the level of public and private services sectors has become a service revolution. And represents an inevitable and indispensable trend in the age of technology and the digitalization, and it has resulted in the development and modernization of many public and private sectors. And since the Local communities are among the most important administrative bodies in the state, as they are the link between the government and the citizen at the local level and are primarily responsible for providing administrative services to citizens, taking care of them, developing them and modernizing their services has become one of the priorities of the Algerian government. Which sought to implement E-administration at the level of local communities, by drawing governmental projects and programs on top of which is the "electronic municipality" project. for which the state was keen to harness all material, technical and scientific capabilities in order to ensure its realization on the one hand, It performs its tasks according to the approach set for it in a way that ensures access to modern and advanced local services on the other hand.
