آليات تفعيل المجتمع المدني تكريسا للمشاركة السياسية الواعية Enhancing Political Participation Through Activating The Role Of Civil Society

الملخص
تعبّر المشاركة السياسية عن شرعية السلطة القائمة، و تمكّنها من معرفة رأي الشعب و تطلعاته و اتجاهاته، كما تكرّس الأمن و الإستقرار داخل المجتمع، خصوصا لما يتم تنظيمها و تأطيرها في تنظيمات و هيئات تعبّر عنها، و هنا تبرز أهمّية وجود مجتمع مدني فعّال و نشط، يضمن تحقيق التكامل و التفاعل بين مختلف الفواعل، و يمكّن المواطنين من اسماع صوتهم و اخذ اقتراحاتهم و حلولهم بعين الإعتبار مما يدعّم و يزيد الثقة بين الإدارة و المواطن. فالمجتمع المدني بمختلف هيئاته يعبّر بكل شفافية عن مختلف اهتمامات أفراد المجتمع، و يعدّ فاعلا أساسيا في نقل مطالبهم و احتياجاتهم للجهات المسؤولة، و التي إذا أخذت بعين الاعتبار تسمح بصياغة سياسات عامة أكثر نجاعة، فهو يتوسط العلاقة بين المواطنين و الدّولة لتأمين مصالحهم، كما يعدّ المجتمع المدني آلية محورية في مكافحة الفساد خاصة مع انتشار و استفحال هذه الظاهرة عالميا، و هذا من خلال مراقبته للسلطات و مساءلتها و محاسبتها بكل حرّية، و في هذا الإطار يعتبره "Alexis de Tocqueville" "ألكسي دي توكفيل" العين الفاحصة و المستقلة اليقظة و الضرورية للديمقراطية. Abstract: Political participation, in all its forms, often reflects the legitimacy of an established government. It enables the officials to know the people’s concerns, interests and orientations, and hence, it boosts political stability and security within society, particularly if it is framed and organized in representative organizations and institutions. Here, the presence of an active civil society emerges as an important factor to ensure the constructive interactions between the various actors operating in the internal politics in a way that enhances the trust between the government and its citizenry. Civil society, as a combination of multiple organizations, is the intermediary standing between the citizens and their government as it delivers their concerns and demands to the authorities in an efficient way. A fact that helps the government to embrace effective and efficient public policies that are mainly directed to meet those demands. Moreover, civil society plays a crucial role in combating corruption and mitigate its negative effects through monitoring the behavior of government agencies and holding public officials accountable. Here is why the French philosopher Alexis De Tocqueville deemed civil society “a necessary element for democracy and its monitoring eye”
