قياس وتحليل أثار إحداث صدمات في هيكل الإنفاق العام على البطالة بالجزائر خلال الفترة 1990- 2018

الملخص

تهدف هذه الدراسة إلى قياس وتحليل تأثير صدمات نوعي حجم الإنفاق العام على معدلات البطالة بالجزائر خلال الفترة 1990-2018، باستخدام منهجية التكامل المشترك والاعتماد على طريقةFM - OLS ، ودوال تحليل التباين وتحليل الاستجابة، حيث دلت نتائج اختبارات جذر الوحدة والتكامل المشترك أن جميع المتغيرات متكاملة من الدرجة الأولى، ومن ثم تبين وجود علاقة توازنية طويلة الأجل بينها. وتوصلت الدراسة إلى أن صدمات الإنفاق العام الاستثماري هي الأكثر تفسيرا لتقلبات حجم البطالة بالجزائر مقارنة بالإنفاق العام الجاري، مما يعني أن النموذج مستقر. ومن ثم فسياسة التوسع في حجم الإنفاق العام بشقيه الجاري والاستثماري ذات الطابع الكنزي التي انتهجتها الجزائر وخاصة مند عام 2001 لم يكن لها الأثر الكبير في امتصاص حجم البطالة. this study aims to measure, and analyze the empect of shocks on the two types of Public spending on the Unemployment rates in algeria between 1990-2018, usuing the method of cross-sectoral integration, and to relay on the OLS - FM method, and the functions of analysis of variance, and response analysis, in which the results of the root-unit exams, and the cross-sectoral integration that the variables are all integrated from the first -degree, hence it showed that there is a long-term equilibrium relationship between them. therefore the study also concluded that the shocks of the public investment spending is the most explainable way of the fluctuations of the size of unemployment compared to the spending of this year, which means that the sample or example is stable, therefore the policy of expanding the volume of public spending in its both sides current ,and investment of a saving nature that algeria pursued it especially since the year of 2001 in which it did not had that much impect on decreasing the unemployment rates.
