إسهام هيئة الإعلام البيئي في تعزيز الوعي المجتمعي لمجابهة المخاطر الصحية الكبرى

الملخص
يرتبط تشكل الوعي المجتمعي والنهوض به في مواجهة الأخطار الصحية الكبرى، التي ما فتأت تشهدها الجزائر في الآونة الأخيرة، ارتباطًا وثيقًا بمدى تمكن الأشخاص من ممارسة حقهم في الحصول على المعلومة البيئية أو تقديمها، باعتبارها من الحريات الأساسية، والحقوق الفردية المكفولة بموجب الدستور الوطني، والاتفاقيات الدولية الرامية إلى تحقيق نظام بيئي عالمي منسجم مع الأطر التشريعية، وكذا القوانين الوطنية المتصلة بالمجال البيئي على وجه التحديد، والتي تتيح للأفراد الحصول على جميع المعلومات المتعلقة بالبيئة والاطلاع عليها، والمستقاة من مختلف منابر هيئة الإعلام البيئي في إطار المواطنة البيئية، بما فيها ذات الصلة بالأخطار الصحية الكبرى، وهو من شأنه أن يعزز الوعي الثقافي الوقائي لدى الأفراد، وينمي ويرفع من درجة الاستعداد المجتمعي للتأهب في الحالات الاستثنائية القاهرة، والمساهمة في التخفيف من حدة آثار هذه الأخطار على المستقرات البشرية في الفضاءات الإقليمية، بالتدخل التنموي لهيئة الإعلام البيئي كأداة عامة لتسيير البيئة وتنميتها المستدامة. The formation and enhancement of societal awareness to overcome major health crisis that Algeria has been witnessing recently is tightly related to the level to which people can enjoy their right to obtain or provide environmental information. This latter is assumed to be one of the basic freedoms and individual rights protected by national constitution and international conventions aiming to achieve a global environmental system coherent with legislative frameworks, as well as national laws related to the environmental field in particular, allowing individuals to obtain all needed. All these information are taken from various environmental media platforms within the framework of environmental citizenship, namely those related to major health crisis, which would enhance the preventive cultural awareness among individuals from one side and increase the degree of societal preparedness in the face of unexpected situations from the other side. This kind of information are also intended to contribute in decreasing the effects of those dangers on human belongings in regional spaces, through the developmental intervention of the environmental media authority as a broad tool for environmental management and its sustainable development.
