الأمن الإنساني وعملية التحول الديمقراطي في مصر بعد 2011

الملخص
ملخص: عاشت مصر منذ سنة 2011 حراكا شعبيا في إطار مسيرة المطالبة بالحرية والكرامة والعدالة كمطالب أساسية لعملية التحول الديمقراطي، والتي سترسم معالم الخريطة الأمنية الإنسانية الجديدة على جميع الأصعدة. وقد شكلت العلاقة بين التحول الديمقراطي وبناء الأمن الإنساني في مصر مقياسا لمعرفة مدى قدرة أبنية الدولة في استيعاب التغييرات البنيوية التي تصاحب المراحل الانتقالية، فبناء أو هدم الوضع الأمني الإنساني مرتبط بقوة درجة المسار الانتقالي وكذا النخب الحاكمة فيه. لذا فقد أرتبط بناء الأمن الانساني في مصر من ناحية أولى بثنائية التوافق والصراع بين مختلف النخب، والقدرة على استيعاب النخب الجديدة بدل إقصائها من المشهد العام، ومن ناحية ثانية بقدرة النخب على إعادة بناء المؤسسات السياسية بشكل توافقي واستيعابي في نفس الوقت. Abstract: Since 2011, Egypt has lived through a popular movement within the framework of the march for demanding freedom, dignity and justice as basic requirements for the democratic transition process, which will define the features of the new human security map at all level. The relationship between democratic transition and building human security in Egypt has formed a measure of the ability of state structures to absorb the structural changes that accompany the transitional stages. Building or demolishing the human security situation is linked to the strength of the degree of the transitional path, as well as the ruling elites in it. Therefore, building human security in Egypt has, on the one hand, been linked to the duality of consensus and conflict between different elites, and the ability to absorb new elites instead of excluding them from the public scene, and on the other hand, the ability of the elites to rebuild political institutions in a consensual and accommodating manner.
