الملخص
الوعي المتزايد بدور السياحة في دعم الاقتصاد وتحقيق الرفاه الاجتماعي، جعل العديد من دول العالم تقدم على إيجاد آليات تمويلية مختلفة للنهوض بالاستثمارات السياحية، وتعد المنظومة البنكية حلقة حيوية في سلسلة تمويل السياحة، خاصة في الجزائر، وذلك في ظل ضعف سوق رأس المال وتزايد عجز ميزانية الدولة نتيجة لانهيار أسعار النفط منذ سنة 2014. بينت دراسة واقع التمويل البنكي لقطاع السياحة في ولاية بومرداس، محدودية التمويل البنكي للاستثمار السياحي في المنطقة، مما سمح لنا باقتراح مجموعة من الآليات التمويلية التدعيمية، تم استنباطها من تجارب الدول المتخلفة والمتقدمة على حد سواء في هذا المجال، و منها: بنوك وصناديق الاستثمار المتخصصة، الشراكة بين القطاعين العام والخاص، البنوك التشاركية، شريطة توفير مناخ استثماري، قانوني وتشريعي محفز وملائم لتبني كل من هذه الآليات. The increasing awareness of the role of tourism in supporting the economy and achieving social welfare has made many countries advance to find different financing mechanisms to promote tourism investments. Moreover, the banking system is a vital link in the tourism financing chain especially in light of the week capital market and the growing budget deficit caused by the oil price collapse since 2014. The study titled ''the reality of bank financing for the tourism sector in Boumerdes'' showed the limited bank funding for tourism investments in the region; which allowed us to suggest a set of alternative financing mechanisms, drawn from the experiences of both developed and underdeveloped countries in this field including specialized banks and investment funds, partnership between the public and private sectors, and participatory banks. The use of these mechanisms requires an appropriate legal and legislative investment climate in order to be adopted.
