المؤسسة الوقفية ودورها في تمويل التنمية المحلية The Waqf Institution And Its Role In Financing Local Development

الملخص
تعتبر التنمية أساس تقدم المجتمعات وتطورها، وهذا ما يقتضي ضرورة الاهتمام الخاص بها من أجل تحقيقها، بيد أن نجاح البرامج والسياسات التنموية سواء على المستوى الوطني أو المحلي، متوقف على وجود مصادر تمويلية دائمة تغطي احتياجاتها، سواء من طرف الأجهزة الحكومية أو القطاع الخيري الذي يمثل الوقف أهم مصادره،كإحدى النظم والمؤسسات التنموية التي لها دور كبير بالغ الأهمية في مسيرة التطور المجتمعي، من خلال ما أحدثه من آثار تنموية متنوعة، وتزداد أهميته الاقتصادية والاجتماعية والثقافية والسياسية في ظل التحولات المتنامية في الحاضر، وخاصة تلك المتعلقة بالبحث عن مصادر تمويل للتنمية المحلية. من هذا المنطلق تهدف هذه الدراسة إلى إبرا ز الدور الفعال الذي تقوم به مؤسسات الأوقاف من أجل تحقيق التنمية الشاملة للدول بصفة عامة والتنمية المحلية على وجه الخصوص، وتبيان أثر الوقف على مختلف الجوانب التنموية، من خلال دور الوقف بصفته جهة تمويلية مانحة في حالة استغلاله الاستغلال الأمثل، وتوجيهه نحو مشاريع تنموية واستثمارية، مما ينعكس على تشجيع أفراد المجتمع على وقف أموالهم، وبالتالي تطوير فرص الاستفادة من موارد الوقف نحو مناحي التنمية الاجتماعية والاقتصادية المختلفة. Development is the basis for the progress and evolution of communities, and this requires the need for its attention to achieve it;However, the success of development programs and policies, both at the national or local level, is dependent on the existence of permanent financing resources covering their needs either by government agencies or charitable sector; where the Waqf represents its most important sources;as one of the developmental systems and institutions that have a significant and crucial role in the process of community development through what it caused by a variety of developmental effects. Its economic, social, cultural and political importance is increasing in light of the growing transformations in the present, especially those related to the search for sources of financing local development. In this sense, this study aims to highlight the effective role of Waqf institutions in order to achieve the overall development of countries in general and local development in particular. Also to demonstrate the impact of Waqf on the various aspects of development, through its role as a donor funding in the case of its optimal exploitation and directing towards development and investment projects, which is reflected in encouraging community members to endow their money, Thus developing opportunities to benefit from Waqf resources towards the development of various aspects of social and economic development.
