تداولية الخطاب العالي (كلمة كارين كنايسل باللغة العربية في هيئة الأمم المتحدة أنموذجا) (مقاربة تداولية)

الملخص
ملخص: تعتبر اللغة العربية من أعرق اللغات وأوسعها انتشارا في العالم مع لغات أخرى قليلة، لذلك اعتمدتها الأمم المتحدة من بين اللغات الست الرسمية في جلساتها العامة وكتابة تقاريرها، رغم ذلك نجد ممثلي الدول العربية في تلك الهيئة لا يستعملونها، بل يستعملون مكانها اللغة الإنجليزية (بالنسبة لدول المشرق العربي والخليج)، والفرنسية (بالنسبة لدول المغرب العربي)، قد سبق وأن تدخل الرئيس الجزائري الراحل (هواري بومدين) بإلقاء كلمته بالعربية في إحدى جلسات الهيئة، ولا عجب في ذلك؛ لأنه من أبناء اللغة العربية، لكن الجمهور العربي وغير العربي في هيئة الأمم في دورتها 37، تفاجأ بإلقاء كارين كنايسل وزيرة خارجية النمسا بإلقاء كلمتها بالعربية، والتطرق إلى موضوعات خارجة كذلك عن جدول أعمال الهيئة، وأثار خطابها ردود أفعال محلية وعالمية، وفي هذا البحث تحليل للكلمة وفق المنهج التداولي، باعتباره المنهج الذي يهتم بدراسة اللغة، حتى أنها تعرف بأنها: " دراسة اللغة في إطار الاستعمال." Abstract: Arabic is one of the oldest and most widely used languages in the world, along with a few other languages. This is why the United Nations has adopted it among the six official languages in its plenary meetings and in the drafting of its reports. Nevertheless, we find representatives of the Arab countries in this body do not use it, but rather use the English language (for the Arab Mashreq countries and the Gulf), French (for the countries, the late Algerian President (Houari Boumediene ) had previously intervened by delivering his speech in Arabic at one of the sessions of the Commission, and there is nothing surprising about it. Because he is Arabic speaking, but the Arabic audience and not Arabic at the 37th session of the United Nations was surprised by Karen Kneissl, Minister of Foreign Affairs of Austria, while delivering her speech in Arabic, and he touched on subjects which are also outside the agenda of the Commission, and his speech provoked local and international reactions, and in this research analysis The word according to the Pragmatic approach, because it is that which concerns the study of language, so that it is known as: "the study of language in the context of use ".
