علاقة الجامعة بالتنمية المحلية" واقع وأفاق"

الملخص
عرف العالم اليوم نقلة نوعية في عدة مجالات نتيجة للتطور التكنولوجي المعلوماتي و الإتصالي وما رافقهما من تدفق علمي جعل من الكرة الآرضية قرية واحدة ، حيث أصبح العلم أداة محورية لتطور ورقي الشعوب ، و إنتقل العالم اليوم من الإقتصاد الصناعي إلى إقتصاد المعرفة ، وبالتالي أصبحت الشعوب ترتكز أكثر على رأس المال البشري لتحقيق التنمية بمختلف أبعادها ، بإعتبار أن الآنسان هو المحور الأساس لتفعيل أليات التنمية . وعليه ، فدور الجامعة يعتبر محوريا في خدمة المجتمع من خلال ربط البحث العلمي بإحتياجات قطاعات الإنتاج والخدمات ،وذلك بما تقدمه من بحوث علمية وبما يتوفر لديها من كفاءات بشرية ، يعول عليها في النهوض بالإقتصاد الوطني ، ولكي تحقق الجامعة التطور والرقي للمجتمع يجب التركيز على البحث العلمي الجاد والهادف الذي يمكن من خلاله تشريح المشكلات وتقديم الحلول المناسبة ، غير أن مؤسسات التعليم العالي في الجزائر تشهد ركودا وإخفاقا في الإعتناء بالبحث العلمي ، هذا مقارنة بما تشهده الجامعات في البلدان المتطورة ،الآمر الذي ينعكس سلبا على التنمية الشاملة ، وحتي ننهض بالتنمية لابد من إيجاد الحلول لبعض المعوقات والمشاكل التي تواجهها المنظومة الجامعية ، ووضع خطة متكاملة وإدارتها بحكمة على المستويين الوطني والمحلي . Today, the world witnesses a qualitative shift in several fields as a result of technological development, especially in the field of communication information and the accompanying scientific flow that made the globe one village. Where science has become a pivotal tool for the development of people. And today the world has moved from an industrial economy to a knowledge economy. Consequently, people become more focused on human capital to achieve development in all its dimensions, considering That the human being is the primary axis for activating development mechanism The university has a pivotal role in serving the community by linking scientific research with the needs of the production and services sectors. Rather, what scientific research it provides and what it has of human competencies available to it, it is reliable for the advancement of the national economy. In ordre for the university to achieve the development and advancement of society, it must focus on serious and meaningful scientific research through which to dissect problems and provide appropriate solutions. However, higher education institutions in Algeria are experiencing stagnation and failure to take care of this scientific research compared to what universities in developed countries are witnessing. Which reflects negatively on comprehensive development and local development in particular, and in order to promote development, solutions must be found to some of the obstacles and problems facing the university system. An integrated plan should be developed and managed wisely at the national level.
