الإطار القانوني و التنظيمي لتحضير ميزانية الدولة للتجهيز في الجزائر

الملخص
تعتبر ميزانية الدولة للتجهيز أهم ممول للهياكل القاعدية في الجزائر إضافة ألى حسابات التخصيص الخاص و قد اطر قانون المالية 84/17 المبادئ العامة لميزانية الدولة من حيث مواردها و نفقاتها بالإضافة إلى كيفيات تسييرهما لكن هناك جانب آخر من المالية العمومية قلما نجد إشارة له بالرغم من أن له أهمية بالغة في التوازن الميزانياتي و في فعالية تنفيذ الميزانية بشقيها التجهيز و التسيير و نعني بذلك مرحلة تحضير الميزانية فقبل تقديم مشروع قانون المالية للبرلمان للتصويت عليه خلال 47 يوم بالنسبة للمجلس الشعبي الوطني و 20 يوم بالنسبة لمجلس الأمة فإن جهدا جبارا تم القيام به قبل سنة من تقديم مشروع قانون المالية للتصويت و هنا تتدخل مختلف المصالح الوزارية لكافة القطاعات و تلعب الدور المحوري وزارة المالية بمختلف مصالحها المركزية ( المديرية العامة للميزانية ) أو على مستوى مصالحها الخارجية الموزعة على مختلف الولايات ( مديريات البرمجة ومتابعة الميزانية ) للقيام بتحضير مشروع ميزانية الدولة.The state budget for equipment is considered the most important funder of the base structures in Algeria, in addition to the private allocation accounts. The Finance Law 84/17 framed the general principles of the state budget in terms of its resources and expenditures in addition to the methods of their management. It is of great importance in budgetary balance and in the effectiveness of budget execution, in its two parts, preparation and management, and by that we mean the stage of preparing the budget, before submitting the draft finance bill to parliament for a vote on it within 47 days for the National People's Assembly and 20 days for the National Assembly, A tremendous effort was made a year before the draft Finance Bill was submitted to the vote, and here the various ministerial departments of all sectors intervene, and the Ministry of Finance plays the central role with its various central interests (the General Directorate of the Budget) or at the level of its external interests distributed over the various states (directorates of programming and budget follow-up) ) To undertake the preparation of the state budget project
