الملخص
تعالج الدراسة متطلبات التنمية المحلية وطرق تعزيز مقدرات السياحية لمناطق الظل الحدودية في الجزائر، من خلال تحديد أهم آليات الحوكمة المحلية ورصد واقع القطاع السياحي ومتطلبات تنميته على مستوى مناطق الظل الحدودية، ثم الوقوف على مساعي الدمج بين مقاربتي الأمن والتنمية، سعيا لإيجاد بدائل تنموية ناجعة وفعالة تمكن من تأمين التنمية لتلك المناطق، وكل ذلك من خلال تكريس التنمية المحلية وحكامة القطاع السياحي وإشراك مناطق الظل الحدودية في الحركية الاقتصادية الوطنية بمنطق تنموي مستدام، يستجيب للاستحقاقات التنموية. The study deals with the requirements of local development and ways to enhance the tourism capabilities of bordering shadow areas in Algeria, by identifying the most important mechanisms of local governance and monitoring the reality of the tourism sector at the level of border shadow areas, and then standing on efforts to integrate the two approaches to security and development, by moving from a pure security approach to Finding effective and effective development alternatives that enable the development of these regions, through the consecration of local development and the governance of the tourism sector and the participation of the regions in the national economic movement with a sustainable development logic that responds to the development benefits.
