الملخص
ملخص: ترتبط التنمية المستدامة ارتباطا وثيقا بالجانب التكنولوجي، فقد أصبحت تكنولوجيا المعلومات والاتصالات واحدة من أهم ركائز التنمية الاجتماعية الاقتصادية خلال العقدين الماضیین في العالم حيث أضحت التكنولوجيا داعما أساسيا للاستدامة ضمن المنظور التنموي الحديث، وتحولت هذه الأخيرة من وسيلة للوصول الى أهداف معينة إلى آلية لتحقيق التنمية المستدامة عبر جميع أبعادها، وقد ارتبط رسم السياسات والاستراتيجيات الخاصة بتكنولوجيا الاعلام والاتصال بالسياسة والاستراتيجية الإنمائية ،وعليه نحاول في هذه المداخلة تناول هذا الجانب وفق مقاربة تقنية والقيام بإسقاطات حول التوجه الذي تتبناه الجزائر لتطبيق أهداف التنمية المستدامة مع التركيز على مناطق الظل الحدودية لما تتميز به من ميزات خاصة، مما يخلق ضرورات تقنية خاصة للتعامل مع الوضع. Abstract: Sustainable development is closely related to the technological aspect, as information and communication technology has become one of the most important pillars of socio-economic development during the past two decades in the world, as technology has become a fundamental support for sustainability within the modern development perspective, and the latter has transformed from a means to reach certain goals to a mechanism to achieve sustainable development. Throughout all its dimensions, the formulation of policies and strategies for information and communication technology has been linked to the development policy and strategy, and therefore we are trying in this intervention to address this aspect according to a technical approach and make projections about the direction that Algeria adopts for the implementation of the sustainable development goals with a focus on border shadow areas because of its characteristics. Especially, which creates special technical imperatives to deal with the situation.
