الاستراتيجية الجديدة لتكوين مستخدمي الجماعات المحلية في الجزائر

الملخص
تهدف هذه الورقة البحثية إلى التعرف على فحوى الاستراتيجية الجديدة التي اعتمدت من طرف السلطة الجزائرية بغية تطوير برامج تكوين مستخدمي الجماعات المحلية (الولاية، البلدية)، وهذا للوصول إلى جودة أداء هؤلاء على المستوى المحلي. وما استقيناه من بحثنا هذا هو أن تكوين مستخدمي الجماعات المحلية وفي ظل توجه الجزائر إلى عصرنة وتطوير المرفق المحلي أصبح شيئا ضروريا لكونه ينمي معارف المستخدم المحلي في بيئة عمله، مما يجعل منه عنصرا فاعلا في الدفع بمختلف الوظائف الإدارية إلى الرقي من جهة، وتحقيق أهداف التنمية المحلية المتبعة من طرف المجالس المحلية المنتخبة وكذا التوجه التنموي المنتج من طرف الإدارة المركزية من جهة أخرى، إلا أن هنالك عقبات عديدة حالت دون تحقق الشيء المرجو من هذه الاستراتجية وهذا ما سوف نوضحه في طيات هذه الورقة. This paper aims at identifying the effect of the new strategy adopted by the Algerian authority in order to develop programs for the formation of the local authorities employees (State, municipality) to find out the quality of their performance at the local level. This research concluded that the formation of the local authorities employees becomes a necessity in light of Algeria’s orientation towards modernizing and developing the local facility, because training enhances the knowledge of the local employee in his work environment, making him an active element in advancing different administrative functions for promotion on one hand, and to achieve local authorities goals adopted by the elected local councils as well as the developmental orientation adopted by the central administration on the other hand. However, there are many obstacles become a barrier to achieving desired outcomes of this strategy. This is what will be explained in this paper.
