دور رقمنة الادارة المحلية في إضفاء الشفافية وتعزيزها في الجزائر

الملخص
ملخص: نتيجة لما أحرزه العلم من تقدم في المجال التكنولوجي والانتشار الواسع للشبكة العنكبوتية، وتأثيرها على طبيعة وشكل النظــم الإدارية الأمر الذي أدى إلى تراجــع أشكال الخدمة التقليدية، وتزايد الحاجة إلى ضرورة تبني أنماط وأساليب جديدة ترتكز على الأبعاد التكنولوجية وإعادة صياغة الخدمات العمومية بشكل يتواكب مع متطلبات التطور السريع في وسائل الاتصال، والتوجه إلى تبني نمط الإدارة الرقمية في تسيير الإدارة كمفهوم يعبر عن السرعة والتفاعل وقد افرز هذا التحول في تسيير الإدارة المحلية جملة من التغييرات في مفهوم الخدمة. فالإدارة الرقمية تعد نمــوذجا للتسيير الذي تبنته الجزائر باعتبارها دعامة أساسية لإصلاح الإدارة المحلية حيث توفـــر الكثير من فرص النجاح، ويرفـــع من مبدأ الشفافية والوضوح في المعاملات الإدارية ونظر للأهمية التي تكتسيها الإدارة الرقمية في كونها قناة مفتوحة للاتصال بين المواطن والإدارة ، و أداة مهمة لمحاربة الفساد الذي استفحل في ظل الإدارة التقليدية، كما تعد آلية لإضفاء الشفافية وتعزيزها سواء على مستــوى الإدارة المركزية أو المحلية فهي مطلوبة في حياة المـواطن مع غيره من المــواطن، كما أنها ضرورية أيضا في حياة المواطن وعلاقاته بالإدارة.وتعمــل الجزائر من خلال التحول نحو رقمنة الإدارة المحلية باعتبارها بديلا عن الإدارة التقليدية لما لها من دور في المزيد من الشفافية وإضفائها في معاملاتها الإدارية وهذا ما نهدف إلى إبرازه من خلال هذه الدراسة. :Abstract The progress made by science in the technological field and the wide spread of the web, its impact on the nature and shape of administrative systems, led to the decline of traditional forms of service, the growing of the need to adopt a new type and style based on the technological dimension and the reformulation of public services in line with the requirements of the rapid development in communication means and adoption of digital management type in the management of administration as a concept expresses speed and interaction. This mutation in the management of local administration has .produced a set of changes in the concept of service The digital administration as a model for the management adopted by Algeria as a main pillar of the reform of local administration provides many opportunities for success and raises the principle of transparency and clarity in administrative transactions. Regarding the importance of digital management in being an open channel for communication between the citizen and the administration and a very important tool for fighting corruption that prevailed under the traditional administration, and a mechanism to give transparency and enhance it, whether at the level of central or local administration, it is required in the life of the citizen with other citizens. It is also necessary in the life of the citizen in his relations with the administration. Algeria has sought, through the transition towards the digitization of the local administration, as an alternative to traditional management, to raise the ceiling of transparency and give it an increase in its .administrative transactions. And this is what we aim to highlight through this study
