الملخص
تهدف هذه الورقة العليمة الي تقديم رؤية دستورية و سياسية مقارنة لتكريس حقوق المعارضة البرلمانية، ومكانتها في تعزيز البناء الديمقراطي ودولة الحق والقانون،باستخدام نموذج بنائي وظيفي، لتحليل دورها كنتيجة لوجود سقف مناسب من الحقوق والحريات وتعددية سياسية فعيلة، وانتخابات حرة شفافة نزيهة دورية وتمثيلية، مما يؤسس الى بنية برلمانية قوية بين المعارضة والموالاة، تتباين أدوار المعارضة البرلمانية فيها حسب طبيعة الأنظمة السياسية ومستويات النضج والعجز الديمقراطي. Abestract: This scientific paper aims to present a comparative constitutional and political vision to perpetuate the rights of the parliamentary opposition, and its position in promoting democratic construction and the state of right and law, using a functional structural model, to analyze its role as a result of an appropriate ceiling of rights, freedoms, effective political pluralism, and free, transparent, fair, periodic, and representative elections. the roles of the parliamentary opposition in them vary according to the nature of political systems, levels of maturity, and democratic deficits .
