الملخص
يهدف هذا البحث إلى بيان مفهوم قاعدة: " التصرف على الرعية منوط بالمصلحة "وتطبيقاتها من خلال قصة سيدنا يوسف عليه السلام، وولايته على الرعية بما يتوافق وقواعد السياسة الشرعية وبعدها المقاصدي المحقق للمصلحة والنظر في أفعال المكلف بصيانة حقوق الرعية, وكذا بيان أثر القاعدة الدعوي. وذلك وفق هيكلة البحث إلى مقدمة وثلاث مباحث رئيسية: نتطرق في الأول منها إلى مقاربة مفاهيمية لمضمون القاعدة، وفي الثاني نعمد إلى ذكر تطبيقات القاعدة في قصة يوسف عليه السلام، ومن ثم نصل في المبحث الثالث إلى بيان الأثر الدعوي للقاعدة، ونختم البحث بأهم النتائج المستخلصة والتوصيات. Abstract: This research aims to explain demonstrate the definition of the rule "the actions of the ruler depend on his parish interest" and its applications throughout the story of prophet Joseph peace be upon him, relation with his man dote and what complies corresponds rules of sharia policy, the wins goals that serve interests of all people, It also focuses on the sections of rulers who are in charge of maintaining parish rights. and According to the structure of the research to an introduction and three main investigations: we address in the first to a conceptual approach to the content of the rule, and in the second we mention the applications of the rule in the story of Joseph (peace be upon him), and then we reach in the third topic to indicate the statement of the advocacy effect of the rule, and conclude the research with the most important results obtained And recommendations.
