سلطات الوالي في دعم وترقية الاستثمار المحلي

الملخص
بادرت الجزائر منذ استقلالها إلى تحقيق سياسة تشريعية ملائمة لتطلعاتها في مجال ترقية الاستثمار بكل السبل المتاحة لها. وقد اتخذت في سبيل ذلك حزمة من الإجراءات، أرادت من خلالها تهيئة المناخ الملائم لتموقع الاستثمارات الأجنبية والوطنية. وقد شكل الاستثمار المحلي جانباً مهما من تطلعاتها باعتباره الخيار الأنجع أمام الجماعات المحلية من أجل الرفع من مداخيلها، و الابتعاد تدريجيا عن الاعانات المخصصة من طرف الدولة لميزانياتها بصفة مستمرة على غرار المخططات التنموية البلدية و القطاعية. وفي هذا الصدد، يبرز الدور المنوط بالوالي باعتباره سلطة محلية، أوكل لها المشرع دورا محوريا في ترقية الاستثمار و دعمه، من خلال إشرافه على مختلف الإجراءات الإدارية المرتبطة بمنح تراخيص الاستغلال و التنازل عن الأراضي والتوطين في المناطق الصناعية ومناطق النشاط. Abstract: Since its independence, Algeria has undertook an appropriate legislative policy to promote investment. For this reason, a package of measures has been taken to create a favorable environment for foreign and national investments. Local investment has been an important aspect for the aspiration of Algeria as being the most effective option in raising the revenues of local groups. This will give them an oportunity to gradually move away from the subsidies allocated by the state, notably, the municipal and sectoral developmental plans. In this regard, the expected role of the governor as being a local legislative authority, plays a pivotal role in promoting and supporting the investment. Through his supervision of the various administrative procedures related to granting licenses of exploiting, waiving and settling the industrial and active areas.
