الملخص
تعد ظاهرة الهجرة واللجوء من الظواهر القديمة التي تنامت بشكل رهيب خلال السنوات الأخيرة ، مهددة بذلك الاستقرار العالمي سواء البشري أو السياسي للدول. كل هذا جعلها تبرز كقضية العصر ، شاغلت بذلك أقلام الباحثين الاجتماعيين كمحاولة لهم لحل هذه الإشكالية التي مست القارات الخمس ليس فقط القارة الإفريقية ،و إيجاد نقاط محفزة يرفعون بها وعي الفرد تجاه سلبياتها . وقد أصبحت بمرور الوقت كوباء يتسارع بفعل الأوضاع العالمية الاقتصادية والسياسية في الآونة الأخيرة ، وفي المقابل لها برزت جائحة طبيعية اجتاحت العالم ، أثرت عليها بطريقة مباشرة سواء بالسلب أو الإيجاب ، تاركة الدول أمام مأزق كيفية التعامل مع الأعداد من المهاجرين في ظل الكوفيد 19 داخل المخيمات ، وبين الحقوق الصحية لهؤلاء كاللاجئين ومهاجرين ومقيمين داخل الدولة. ومن بين الدول التي تأثرت بهذه الظاهرة سواء كانت قطب جاذب أو منفر الدولة الجزائرية التي لعبت عواملها الجغرافية والسياسية والاجتماعية دور كبير في تغذية هذه الظاهرة رغم المجهدات المبذولة من طرف السلطات للحد منها واقتلاعها من جذورها والتي قطعت فيها أشواط كبيرة ، غير أن الكوفيد 19 جعل كل القائمين على حل هذه المشكلة سواء سلطة حكومية أو مدنية يغيرون مسار التعامل معها محاولين إيجاد حلول سريعة لها لتفاقم الخسائر الكبيرة سواء على مستوى أوراق اللجوء أو الإقامة أو حتى داخل المخيمات ، أو بخصوص قوارب الموت والهجرة غير الشرعية على الحدود الجنوبية وما يحمله هؤلاء من المرض . The phenomenon of migration and asylum is an ancient phenomenon that has grown terribly in recent years, threatening the global stability of both human and political states. All of this made her stand out as the issue of the times, thereby occupying the pens of social researchers as an attempt for them to solve this problem that has affected the five continents not only the African continent, and to find points of motivation to raise the awareness of the individual towards its negatives. Over time, it has become an epidemic accelerated by the recent global economic and political conditions, and in turn has emerged a natural pandemic that has swept the world, affecting it directly, either negatively or positively, leaving states in the dilemma of how to deal with the numbers of immigrants under The 19 within the camps, and between the health rights of such refugees, migrants and residents within the state. Among the countries affected by this phenomenon, whether it is an attractive pole or a alienated Algerian state, whose geographical, political and social factors played a major role in feeding this phenomenon despite the efforts of the authorities to reduce it and uproot it from its roots, where it has made great strides, but The Kuvid 19 has made all those responsible to solve this problem, whether a governmental or civil authority, change course of dealing with it, trying to find quick solutions to it to exacerbate the significant losses, whether at the level of asylum papers or residence or Even inside the camps, or about death boats and illegal immigration on the southern border and the disease they carry. Le phénomène de la migration et de l’asile est un phénomène ancien qui s’est terriblement développé ces dernières années, menaçant la stabilité mondiale des États humains et politiques. Tout cela l’a fait se démarquer comme la question de l’époque, occupant ainsi les stylos des chercheurs sociaux comme une tentative pour eux de résoudre ce problème qui a affecté les cinq continents non seulement le continent africain, et de trouver des points de motivation pour sensibiliser l’individu à ses négatifs. Au fil du temps, il est devenu une épidémie accélérée par les récentes conditions économiques et politiques mondiales, et à son tour est apparu une pandémie naturelle qui a balayé le monde, l’affectant directement, négativement ou positivement, laissant les États dans le dilemme de la façon de traiter le nombre d’immigrants dans les 19 dans les camps, et entre les droits à la santé de ces réfugiés, migrants et résidents dans l’État. Parmi les pays touchés par ce phénomène, qu’il s’agisse d’un pôle attractif ou d’un Etat algérien aliéné, dont les facteurs géographiques, politiques et sociaux ont joué un rôle majeur dans l’alimentation de ce phénomène malgré les efforts des autorités pour le réduire et le déraciner de ses racines, où il a fait de grands progrès, mais Le Kuvid 19 a fait tous les responsables de résoudre ce problème, qu’il s’agisse d’une autorité gouvernementale ou civile, changer de cap de traiter avec elle, en essayant de trouver des solutions rapides à elle pour exacerber les pertes importantes, que ce soit au niveau des papiers d’asile ou de résidence ou Même à l’intérieur des camps, ou sur les bateaux de la mort et l’immigration illégale à la frontière sud et la maladie qu’ils portent.
