الملخص
الدستور بصفته أمسى القوانني املنظمة لشؤون احلكم يف الدولة، واحملدد لطبيعة العالقات ما بني احلكام والشعب، مل يعد يف عامل اليوم جمرد هبة، يقدمها السياسيون للشعب، بل كنتيجة للتغريات السياسية اليت عرفها العامل، منذ الربع األخري من القرن العشرين، سيكون من الضروري إشراك كافة فئات الشعب، يف خمتلف مراحل عملية كتابة نص الدستور اجلديد، فالعملية التشاركية على أمهيتها، ستخرج دستورا جديدا حيظى مبوافقة فئات الشعب واجملتمع، لكن قبل ذلك سيكون على اهليئة املسؤولة على العملية أن تضع اسرتاتيجيات للرتبية املدنية، تستهدف توعية الشعب بأمهية مشاركتهم يف كتابة دستورهم. Summary The constitution as the highest organization laws and governance in the state, defined the nature of the relations between the rulers and the people, is no longer in today’s world is just a gift, by politicians to people, but as a result of the political changes in the world, since the last quarter of the twentieth century, it will be necessary to involve all categories of the people, in the various stages of the process of writing the text of the new constitution, the participatory process on its importance, will be awarded a new constitution has the approval of the categories of people and society, but before that would be the commission responsible for the process to develop strategies for "Civil Education" , aimed at raising the awareness of the importance of their participation in writing of their constitution.
