Abstract: Change The concept of state building was linked a Transformation contexts Which in turn imposed a critical review; And thus the theoretical and methodological development to study this phenomenon, Which made specialists (comparative political scientists) in the ongoing developments taking place follow-up, Especially what it was produced by globalization of the challenges of a historic moment. But it did not remain so only theoretically ambitious, Put supporters of contemporary political theory (Habermas-Rawls) on procedural destination in the study of this phenomenon, In order to answer questions about the current and the rebuilding of the state in accordance with the standard model to respond to the needs of the individual and society.
