الملخص

الفساد ظاهرة عرفت منذ القدم ، لكنه حديثا عرف انتشارا واسعا في شتى الميادين واتخذ من الأشكال مالا يمكن تصوره ، فهو مجموعة من الممارسات السياسية والاقتصادية و الإدارية المشبوهة ، وقد حاولت جميع دول مكافحة الفساد المالي والإداري وتتبع مواطنه في مختلف مؤسسات الدولة . فالفساد يعتبر من أخطر المظاهر السلبية وأكثرها مساسا بتنمية الدول فهو يؤثر على أداء القطاعات الإقتصادية ، فيؤدي الى اضعاف النمو الإقتصادي ويحد من قدرة الدولة على زيادة إيراداتها ، كما يزيد من تكلفة المشاريع واضعاف جودة السلع والخدمات ، ناهيك على قضائه على القيم والمبادئ الأخلاقية في المجتمع . والجزائر من بين الدول التي عانت الكثير من جرائم الفساد، وكانت السباقة للمصادقة على اتفاقية الأمم المتحدة لمكافحة الفساد ، وسعت من اجل تجسيدها في تشريعها الداخلي واتخاذ كافة الإجراءات والأليات الممكنة للتصدي له سواء في القطاع العام او القطاع الخاص . Abstract : Corruption is a phenomenon that has been known since ancient times, but it has recently witnessed a wide spread in various fields and has taken forms that cannot be imagined, as it is a set of suspicious political, economic and administrative practices, and all countries have tried to combat financial and administrative corruption and follow its citizens in the various state institutions. Corruption is one of the most dangerous and negative aspects that affect the development of countries, as it affects the performance of economic sectors, leading to weakening economic growth and limits the ability of the state to increase its revenues, as it increases the cost of projects and weakens the quality of goods and services, not to mention its elimination of moral values and principles in society. Algeria is among the countries that suffered a lot from corruption crimes, and was the first to ratify the United Nations Convention against Corruption, and sought to materialize it in its internal legislation and take all possible measures and mechanisms to address it, whether in the public sector or the private sector. It affects the performance of the economic sectors, weakens economic growth, limits the ability of the state to increase revenues, increases the cost of projects and weakens the quality of goods and services. Algeria was one of the countries that suffered many corruption crimes and was the first to ratify the United Nations Convention against Corruption and sought to implement it in its domestic legislation and to take all possible measures and mechanisms to address it both in the public and private sectors.
