دور الملكيات الوقفية في تنمية المجال الحضري: حالة قسنطينة

الملخص
الملخص: الأنظمة العقّارية في جميع الدول مرتبطة بتاريخها وحضارتها، والدّارس لتاريخ الجزائر يلاحظ أنّ المسألة العقارية كانت تتغيّر حسب الأنظمة والقوانين فالوقف أو الحبوس من مكونات التراث الإسلامي، لهذا فهو نوع من أنواع الملكيات العقارية ويجب استثماره في أهداف اجتماعية وثقافية، ويمكن أن يلعب أدورا كبيرة في تنمية واستدامة التخطيط العمراني والثقافي، لكن إشكالية الوقف أو الحبوس في بنية المدينة تفرض نفسها لهذا جاءت هذه الدراسة بهدف فتح المجال للجغرافيين والمهندسين والخبراء العقاريين وعلماء الاجتماع لدراسة واستغلال الوقف في: - التطور العمراني والحضاري للمدينة - تسليط الضوء على الدور الذي تلعبه ملكية الحبوس في تسيير وتنظيم المدينة. لنصل في نهاية البحث لأهمية ملكيات الحبوس ودورها في تنمية المجال العمراني القسنطيني. الكلمات المفتاحية: الملكيات العقارية، الحبوس، مدينة قسنطينة، تنمية المجال الحضري. ـــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــ Abstract : The properties regulations in all the countries are related to their history and civilization, and those studying the history of Algeria notice that the properties issue has been changing according to rules and regulations. "Waqf" or "Hobous" is amongst the components of the Islamic inheritance that is why it is considered as one of the kinds of the immovable properties that must be invested in cultural and sociable goals and could play important roles in the development and sustainability of the cultural plans but The problematic of "waqf" imposes control in the construction of the city therefore this study aims at opening up the door particularly to geographers, architects, property expert and sociologist to study and exploit "wakf" in: -Urban and civilizational development of the city -to shed light on the role that the property of "Habous" play in the management and arrangement (adjustment) of the city.
