This study was an attempt to find out whether they(teachers and /earners) consider the use of L 1 as ameans to facilitate and foster the development ofspeaking skill, or was it a resort used by the teachers andtheir learners to cover the deficiencies in the teacher'steaching practices and the learners' language production. The study was conducted in seven secondary schoolsthroughout the province of Jijel, with 12 teachers, observing almost 500 students, the researcher of thepresent study made use of both quantitative andqualitative research instruments, namely questionnairesand classroom observations in addition to unplannedinterviews with the teachers.
