مساهمة الصكوك الوقفية في تحقيق التنمية -تجربة ماليزيا نموذجا-

الملخص
هدفت هذه الدراسة إلى توضيح دور الصكوك الوقفية في تحقيق التنمية الاقتصادية والاجتماعية، بالإضافة إلى الكشف وتحليل مقومات نجاح التجربة الماليزية في إصدار وتداول الصكوك الوقفية، والذي يعد انعكاسا طبيعيا للاستثمار الأمثل في خلق بيئة تنظيمية وإدارية ميّسرة لإصدار الصكوك الوقفية، إلى جانب امتلاك قاعدة قوية لإصدار وتداول هذا النوع من الصكوك تخضع لأحكام ومبادئ الشريعة، وتتوفر على الكفاءات البشرية المتخصصة والمدربة في مجال الصيرفة الإسلامية. وقد خلصت هذه الدراسة إلى أن الصكوك الوقفية في ماليزيا ساهمت في تعزيز التنمية بصورة مباشرة وغير مباشرة، وذلك من خلال كونها أداة لتنشيط القطاع الخيري، وللحد من ظاهرة البطالة، ولرعاية الفقراء من توفير لمأوى وتعليم وصحة بما أسهم في تحقيق وزيادة نوعية المورد البشري، والذي يعد المحور الرئيسي في عملية التنمية الاقتصادية. Abstract : This study aimed to clarify the role of the waqf instruments in achieving economic and social development, in addition to uncovering and analyzing the components of the success of the Malaysian experience in issuing and circulating waqf instruments, which is a natural reflection of the optimal investment in creating an organizational and administrative environment for the issuance of waqf instruments. The circulation of this type of instrument is subject to the provisions and principles of Sharia, and it has the qualified and trained human capacity in the field of Islamic banking. This study concluded that the endowment instruments in Malaysia have contributed to promoting development, directly and indirectly, because they are a tool to revitalize the charitable sector, to reduce the phenomenon of unemployment, and to care for the poor in terms of providing shelter, education, and health, which contributed to achieving and increasing the quality of the human resource, which is the main focus in the process of economic development.
