الملخص
تعتبر البوابة الإلكترونية للصفقات العمومية صورة إيجابية على محاولة إصلاح وتحسين الخدمة العمومية في ظل الإدارة الإلكترونية، والتي من شأنها تقريب الإدارة العمومية من المواطنين والمتعاملين الاقتصاديين وتكريس مبدأ الشفافية والنزاهة في التعاملات التي تقوم بها الإدارة العمومية، خاصة في مجال الصفقات العمومية، إلا أنها تعتبر حبرا على ورق في الوقت الحالي، وعليه فإن هذا التأخر في إنشاء تلك البوابة الإلكترونية يعتبر نقطة ليست في صالح الحكومة التي تسعى إلى رقمنة جل أعمالها الإدارية من جهة، وتحسين الخدمة العمومية من جهة أخرى. Abstract: The electronic portal for public deals is a positive image of trying to reform and improve the public service under the electronic administration, which would bring the public administration closer to citizens and economic dealers and dedicate the principle of transparency and integrity in the transactions carried out by the public administration, especially in the field of public deals, but it is considered a ink On paper at the present time, and therefore this delay in establishing that electronic portal is considered a point that is not in the interest of the government that seeks to digitize most of its administrative work on the one hand, and improve the public service on the other hand.
