الملخص
عرفت قواعد المسؤولية الدولية تطروات عديدة بتطور المراحل التاريخية التي عرفتها الإنسانية وتطور الظروف الدولية المؤثرة فيها، لتضهر في هذا الموضوع جدليات كثيرة بداية من ضبط وتحديد المقصود بهذا المفهوم، ثم بصفة المخاطب الرئيسي بالقاعدة الجنائية الدولية في ظل تعدد أشخاص القانون الدولي، ووصولا الى حالات الإعفاء من المسؤولية. The rules of international responsibility have witnessed a lot of development through changing the historical stages of humanity as well as the development of international conditions affecting them. As a result, many controversies emerged starting with setting and giving definition to this concept, and then as the main interlocutor of the international criminal norm, in the light of the multiplicity of international law persons. Leading to cases of exemption from liability
