جوانب من نشاط الحركة العمالية والنقابية في منطقة سيدي بلعباس 1889 - 1939

الملخص باللغة العربية: تقوم هذه الدراسة المتواضعة بمحاولة تبيان بعض الجوانب الخفية من تاريخ الحركة العمالية والنقابية الفرنسية في منطقة سيدي بلعباس في الفترة الممتدة ما بين 1889-1939، وأكيد أن منطقة سيدي بلعباس كانت من أهم مناطق الجزائر نشاطا على المستوى العمالي والنقابي بل أنها حظية بأولوية في أجندة النقابات الفرنسية، ولعل سبب هذا الاهتمام والتفضيل راجع الى طابع الكولونيالي الأوربي الطاغي عليها في تلك الفترة خاصة مع وجود السكاني الأوربي الكبير بمدن أخرى. والدارس لتاريخ الحركة العمالية والنقابية في منطقة سيدي بلعباس ابان العهد الاستعماري سيجد أن بدايات النشاط النقابي بها كان في المجال الزراعي بإنشاء نقابة الزراعة ونقابة الري لكن هذه النقابات كانت تهتم بتطلعات أرباب العمل من كبار المعمرين وتخدم مصالحهم على حساب العمال الزراعيين البسطاء والذين كانوا جزائريين بأساس وبذلك قد فرغت تلك النقابات من مغزاها الحقيقي وهو دفاع عن حقوق عامل ومصالحه لكن هذه الوضعية ستتغير بالمنطقة بعد مع بدايات القرن العشرين بعد سيطرت التيار الشيوعي الثوري عليها أين ستظهر نقابات عمالية هدفها الدفاع عن مصالح وحقوق العمال الأمر الذي ولد ارتباطا كبيرا بين الحركة الشيوعية والحركة النقابية، حتى أصبح سيدي بلعباس تعرف بشيوعية عمالها. وملخص القول اننا حاولنا تقديم ما هو جديد من حيث المادة التاريخية حول هذا الموضوع خاصة فيما يتعلق بارتباط السياسي النقابي لعمال المنطقة من خلال سيطرة الحركة الشيوعية على الحياة السياسية والنقابية في سيدي بلعباس، في ظل غياب دراسات سابقة مست هذا الجانب من الحركة العمالية بمنطقة سيدي بلعباس في الفترة الاستعمارية. ABSTRACT : This modest study attempts to clarify some hidden aspects of the history of the French labor and trade union movement in the Sidi Bel Abbas region in the period between 1889-1939, and it is certain that the Sidi Bel Abbas region was one of the most active regions in Algeria at the labor and trade union level, but it had a priority in the union agenda. French, and perhaps the reason for this interest and preference is due to the dominant character of the European colonialists in that period, especially with the presence of the large European population in other cities. A study of the history of the labor movement and trade unionism in the Sidi Bel Abbas region during the colonial era will find that the beginnings of union activity in it were in the agricultural field by establishing the Agriculture Syndicate and the Irrigation Syndicate. Those unions have emptied of their real meaning, which is a defense of workers' rights, but this situation will change in the region after the beginning of the twentieth century after the revolutionary communist movement took control of it. Where will trade unions appear aiming to defend the interests and rights of workers, which gave birth to a great link between the communist movement and the trade union movement, until Sidi Bel Abbas became known as the communism of its workers. In summary, we tried to present what is new in terms of the historical material on this subject, especially with regard to the political association of the workers of the region through the control of the communist movement over political and trade union life in Sidi Bel Abbas, in the absence of previous studies that affected this aspect of the labor movement in the region of Sidi Bel Abbas In the colonial period.
